Phalen is a dynamic communications professional with a focus on digital advocacy and strategy. His recent experience includes deploying crisis response for Fortune 50 executives and organizing eight-figure advertising initiatives to engage frontline workers during the height of the pandemic.

On his first political campaign, Phalen broke fundraising and voter contact records to flip a statehouse seat for the first time in its history. Whether changing hearts and minds inside the Beltway or across America, advising campaigns at every level from congressional primaries to a mayoral race in a state’s capital city gives Phalen a holistic view of which boundaries need to be pushed to achieve results.

As a staffer in the West Virginia Capitol, he helped track and draft legislation before moving to the private sector to lobby on a range of public policy priorities. He leverages the depth of his public affairs and political experience to partner with Rational 360 clients and offer a steady hand in the often-unpredictable digital arena.

Before joining Rational 360, Phalen spent time at D.C.-based firms Hamilton Place Strategies and PLUS Communications, working with candidates, coalitions, nonprofits, trade associations, and business leaders across a wide array of policy verticals including healthcare, energy, telecommunications, manufacturing, outdoor recreation, higher education, market research, real estate development, and environmental conservation. Phalen is an enthusiastic graduate of Ohio University, and he grew up in the Cincinnati area.
